How EV charging incentives work: conditions and order

First identify what the program offers, who applies and which costs/actions qualify. A rebate, make-ready project, competitive grant, electricity rate and tax credit are different tools. A maximum award is not a reserved payment for your property.

Compare the program types
| Type | Decision |
|---|---|
| Rebate | Which purchase/installation costs, applicant and evidence qualify? |
| Make-ready | Which infrastructure is supplied/funded, who owns it and where does the boundary end? |
| Grant | Is there a current application window, competitive selection and contract obligation? |
| Electricity rate/managed program | Does the actual utility/customer/equipment qualify, and what operating conditions apply? |
| Tax credit | Which service date, taxpayer, location and filing rules apply? |
AFDC is useful for discovery; the responsible provider's current terms control status and application conditions.1
Read conditions together
- Territory, utility customer/rate class and property use.
- Applicant and equipment owner.
- Charging technology, approved products and access/network conditions.
- Eligible expenses, exclusions, formula and cap.
- Application/preapproval order, deadline and funding limits.
- Required invoices, permits, proof of use and ongoing obligations.
Protect the application order
Ask what may happen before approval: equipment purchase, deposit, signed contract or construction. Different programs answer differently. Keep a dated primary terms copy and reservation/approval evidence; an installer discussion is not the program's approval.
Check how benefits combine
Read rules about other public support, net eligible costs, duplicate expenses and ownership. Do not add every advertised maximum into one savings total. Ask the provider and appropriate adviser how the actual combination is treated.
The federal cutoff
The IRS says 30C does not apply to property placed in service after June 30, 2026.2 The tax-credit guide distinguishes earlier qualifying work from a new installation.
Use the status, not just the name
A program’s own page has its current terms, so check it before you buy anything. Confirm your utility from your electric bill, and apply through the program’s own application link.
Use the finder, plan utility coordination or get an installer and tell them which program you plan to use.

How to compare EV charger installation quotes
Compare the same job before comparing totals. Ask each installer to identify equipment, electrical work, approvals, handover and exclusions. A lower total may leave out work included in another quote.

Federal EV charger tax credit: cutoff and earlier work
The IRS says the Alternative Fuel Vehicle Refueling Property Credit does not apply to property placed in service after June 30, 2026. Starting or paying for a new installation now does not meet that cutoff. Earlier qualifying property may still have a filing question for the tax year in which it entered service.

EV permits and utility make-ready for larger projects
A commercial installation can need local permission, electrical/service approval and funding approval. These are separate workstreams. A rebate application does not approve electrical construction, and a permit does not reserve utility funding.
